Identifying is the issue here right? Make them easier to be identified.

What about the state requiring blinking tail lights on all bikes that travel on public roads? Ebikers too cool for a light would be investigated easier. Violators with the light at least would be easier seen on the roads.
 
Why stop there? Make all road bikes require registration and lights. E-bike or otherwise... I'm honestly not 100% against the idea... and it might actually do some good towards drivers' hatred towards road bikers... and maybe it would cause more riders to actually follow road rules.

While I enjoy road riding, I've also spend a lot of time commuting on roads often used by road riders and I can totally understand why drivers can get so angry at bikers.

I just finished grant Peterson’s book. He claims that blinking lights cause target fixation. He says to only run solid lights.
I get it. I've found myself doing that when riding a bike behind someone with a blinking light. I run my Niterider tail light on solid with a slow frequency strobe for that reason.

It would be really interesting to see objective data showing the relative safety of riding on the road with a blinking red taillight compared with a solid red taillight. I hadn't considered the target fixation aspect, but it makes sense. Everyone here knows first-hand the truth behind the old adage "Your bike goes where your eyes go." Same for people driving cars I suppose.

Looks like I run my Niterider Sabre 110 on Pulse Flash. This video shows all the different settings.
 
The lack of relative movement against a background is probably more important.

Country road, a slightly throbbing light is probably enough. If there is a distracting background of lights, I'd go randomish strobe.

Also think a small, blinking front light. Drivers are looking for cars, need something to grab their attention
