In the downtown area, 99% of people will not cross the road unless the white man signal is showing.

Ha! That is definitely true of the northwest. When I lived in Oregon no one crossed the street until the signal told them too. It's the opposite of NYC or Philly where the only reason you wouldn't cross the street is if you are going to be run over imminently.
