Maybe the better question is that of obligation. Is Mrs. Manny obligated to answer the private investigator? I don't think so (source: Ozark season 4)*. One can argue there is a moral obligation, but to whom? Is the woman trying to scam insurance? Is insurance trying to deny a legitimate claim? Those are facts you'll never be privy to, so at best providing a statement gets Mrs. Manny dragged into a dispute when all she did was call 911 four years ago like any good samaritan. Maybe the moral obligation ended there?

If Mrs. Manny gets a subpoena in the mail that's a whoel different story. Or, maybe answering the PI avoids a subpoena 3 months from now? Interesting question...

"Now he is asking to meet her to give a statement that she found her on the ground but didn’t actually see her fall."

If this is what they want, Mrs Manny's recollection is irrelevant. This also sounds like a PI for the plaintiff, not an insurance co. Why would an insurance co. want a witness to say they didn't see the accident?? Stay out of it.

How is that a lie? As Fire Lord Jim accurately stated, no one will remember exactly what happened in such circumstances over that time period.

So a PI go your wife's name, there must already be a police report. Simply direct them to the police report as that will be the most accurate way to review the event. If the report is incomplete direct them to speak with the officer as she is a dead end.

If he won't stop ask him to meet here after 2pm and ask for Jimmy 3 legs

Tell the PI chinga tu madre. This seems to be an acceptable way of telling someone to get lost (source: Narcos Mexico seasons 1-3).

Everything from Ozarks to Fuller house is applicable. We ghosting this MF’r. Good points all and as I stated earlier the circumstances that she saw/found this woman was odd AF. Just really fishy all around.

Agreed - do not meet, answer questions, or anything unless served. If you are in fact served, get legal representation. Likely a good lawyer can dispel of this for you very quickly. I have personally seen the PIs on the stand and frankly their stuff doesn't stand up -they can't even get it right if they had been there watching the whole thing. A snappy lawyer will make them look like an idiot in a deposition/trial.
