I get the feeling that the owners (state and local governments) of most of the multi-use parks we ride don't want big jumps and drops being built with hikers and horseback riders around.
That being said, JH isn't really a park in the traditional sense and could allow cooler features to be made. And as stated earlier, those paved paths running through the park allow for easy access for machinery and workers. Me personally, I love those paved paths when I'm exhausted and just want to get back to the car!
