USAC vs not USAC is one question. But if it's going to be USAC it can only be a positive thing to NOT require an annual licence for any cat. Let the racer decide.
Maybe this is already the case, but apparently it's not clear. There's nothing wrong with asking questions & trying to improve the series.
I think the first step here is clarification - as
@JimN pointed out, usac wanted all cat1/pro racers to have an annual license rather than 1 day. It is no longer the case.
taking its cue from USAC, i'd expect H2H to follow.
It is about asking the right question -
Q1 - I see that USAC is now issuing 1-day cat1/pro license. I'm not interesting in competing for the state championship right now. Can i get/use a 1-day expert license?
A follow-up might be a discussion about "if not allowing" it, and that is a barrier to entry for someone who might travel/do 1 H2H race.
And the concern might be a ringer investing $25 in a 1-day to take the prize money which is really meant to go to series participants....

This is all new information to many people, so we can all hang on while clarification is obtained. Now that it is exposed,
there can be intelligent discussion at the race committee level. There is also the point that bikereg will be offering it at registration time,
so it does not have to be sold/enforced at the race - which was more of a problem, since there is money involved with earning a podium spot.
