Can I get an @Carson ruling? Are roads closed for 5k, 10k run/walks also closed to biking if you’re not close to the start/finish? Yesterday in Red Bank, an officer told me I couldnt ride to meet up with my ride partner who lived on the route. I had to call him and have him walk his bike to me. I could see his house from where the officer stopped me and there was plenty of open road.

If the officer says it's closed, yes. Statutes authorize officers to close a road to vehicle traffic for emergencies or special events. Bicycles are vehicles, just not motorized vehicles. No bikes, no horseback, if that's what he/she chooses to do.
 
Patrol car was east on Reaville, striking vehicle was north on 202/31. Striking vehicle had green. Patrol car going to domestic in progress with lights and siren activated. Cleared 5 of 6 lanes and got hit hard in the #3 northbound lane and overturned. Both parties just bumps and bruises.

Glad no one was hurt. How does that play out since the other car had the green?

Oh, I saw it. Two police cars RACING each other.

In reality, three marked cars were going to the same call. Two marked cars (operated by veteran officers) cleared the intersection about 30 seconds prior to this patrol car going through the intersection.

The officer who ended up on his forehead has about a year on the department. While he may not have been at fault on paper, I'm sure he learned a lesson here. You really need to treat each lane as a separate intersection crossing. The old rule applies: you can't help anyone if you end up ass over teakettle on the way there.

All depends on the witness statements and physical evidence at the scene. Could really go either way or they could both be listed as 50% fault each. Being that the patrol car ended up upside down means the striking vehicle was going at a good clip (40mph+?). Green light means you have the right of way WHEN THE INTERSECTION IS CLEAR. That kind of gives the investigating officer some leeway on how it plays out. If you see two other cars stopped at a green light and you never touch the brakes, that certainly can be a factor in the investigation.

And, for the record, any accident involving an on-duty patrol car is investigated by the patrol supervisor, usually the Sergeant on duty.
