At this point these inter-state "quarantines" are silly. There is no enforcement, the tristate area just increased their Francis list to 16 states - basically every one that has reopened before NJ. What's going to happen when NJ, NY cases start to rise, are they going to quarantine themselves??

Since COVID-19's spread to the United States earlier this year, death rates in the U.S. have risen significantly. But deaths attributed to COVID-19 only account for about two-thirds of the increase in March and April, according to a new study.www.sciencedaily.com
This is a summary of another study released in the last two days on underreporting of C19 deaths. It is consistent with the studies cited earlier in this thread. What is striking is the skewed numbers supporting the hypotheses.

The study then goes on to suggest that, for example, when a specific cause spikes 400% above normal, maybe it's not all from that specific cause. And that perhaps some of that 400% is due to untracked Covid.

That list is BS. I was in 7 different states last week and nobody said anything anywhere. Same as the mandatory quarantine when I bought my Camaro. Was in 6 States and went straight to work. Nobody said anything. No one enforces any of the rules. Do whatever you want, as long as you wear a mask.

I wrote my response incorrectly. @thegock has been inferring that the covid deaths have been undercounted by 30 some percent. This article suggests the excess deaths could be due to lockdown effects, not an undercount of covid.
I would honestly like to know what you think the long term plan should be. Masks + social distancing = Flattening the curve. Flattening the curve does not eliminate the virus or stop the spread, only slow it down.
