Wire bead tires

replacing tubes on my sisters bike and noticed the wire bead is exposed in a few places. Is the tire usable or shot? My initial thought is that this is what caused the flat in the first place. Any feedback is appreciated

I don't see the wire in your photo, just some worn away rubber exposing the cords. I don't think that would have caused a flat as the tire sits pretty much completely in the tire. Have you already ran your finger/hand carefully inside the tire to check for any sharp objects like thorns that may keep puncturing your tubes? Does the rim have exposed spoke holes, or are they covered by rim tape? That being said, wire bead tires are cheap so it doesn't hurt to replace if you think it's the tire.

use a cotton rag and see if it catches on anything.
or use the sealant to close the cut.
