$7.00 Fix
Because of this thread I decided to get wise. One sqaure U-bolt and a drilled length of steel later ($7.00 at the local hardware store)....
For the plate to clear the u-bolt nuts, I had to space it out from the steel bracket. I used washers from an old set of V-brakes.
Also, make sure you buy a u-bolt that isn't a perfect fit for the width of the bike rack's upright. This way you can move the assembly left to right a few inches to ensure the plate isn't blocked by your bike's tires.
