SS drivetrain

So I'm having this problem where no matter how I adjust the wheel, cog, chain, bb, or chainring I get a really tight spot, where there is like zero play in the chain, and turn the cranks half a revolution and I got a really big inch+ slack. ?? I am running a Surly 19t on the rear and a E thirteen 32t on the front with a Wipperman chain.
Any thoughts?

strange you got slidders right? SS rear hub? 4bolt crank? what BB ST or OB?
 
Pretty common problem. Most likely, the chainring is not centered on the spider. Loosen all the chainring bolts, then make sure the chainring is centered as you retighten them. While you're at it, make sure the chainring nuts are long enough to go thru the entire sandwich, especially with that super-thick ethirteen bash guard.
 
Truvativ Isis BB... Just replaced today. It's like I gots one of those wacky BioPace rings on there.
