Reasonableness standard. If you hang your junk out in a location where it would be reasonable to expect to be seen, even in passing, then you are guilty of lewdness. A public park/public parking lot would certainly qualify.

I've parked there around 3-4pm without issue, so I would imagine it's fine. Just don't change in the parking lot in front of the kids

Well, you can't park there when school is in session, it is not wise to do so. Drive your ass an entire 2min to lot C. Back gate isn't locked during the week and before Memorial Day.
