Are you looking to race, or do you regularly do trail maintenance? Otherwise it's never a good idea to ride in muddy conditions anyway. There are mud-specific tires which are somewhat different from all-around tires, and while they work well in mud, are a bit unforgiving anywhere else. But again, riding in the mud outside of a sanctioned event where TM is accounted for is a bad idea, for yourself, your bike and all other trail users.
Good tires for NJ are ones that are safe in rocks, roots and most importantly are durable. Ignitors are a great tire, same with Nevegals, but both roll poorly. Hutchinson Pythons are good all around. Big tires are great going downhill, the downside being that the climbing becomes a bit harder. 2.1 tires should be a good compromise around here.
What bike do you ride? Between a full suspension and a hardtail you may like different tires also.
