Good for 2010. Fail for 2020. Some liberal judge on appeal interpreted the statute to mean "blocking" means unreadable. Since you can read NEW JERSEY, it's not a violation. And GARDEN STATE can be blocked completely. That's the current case law which should be followed by patrol officers. Key word is should.
