What Ben said. It's nearly impossible to keep your feet dry in the rain. I have a full rain kit and my feet will still get wet at some point. Bontrager used to make a really light waterproof booty and they worked well in combination with plastic bags inside my shoes. But I've since destroyed those and no one else makes anything like it...
So the best solution I've manage to work has been a combo of plastic bags, rain pants, and fenders. Wear really long socks with the plastic bags under them, that'll keep the bags higher up than the bottom of your pants and stop water from getting in that way. And don't wear winter shoes. Winter shoes are waterproof from the outside in, so they fill up with water running down your leg. Normal shoes will let the water drain out while the bags keep you dry. If you're commuting to work, like me, you'll need a second pair of socks for the ride home 😀
Of course with anything rain related, what works while it's 40 degrees out, usually doesn't work when it's 60, or 20.
