Bag and rack

Can anyone recommend good rack and bag. I like the topeak clip back and rack system but not looking to spend a lot of money. I do want a quality system though. Any other recommendations?
 
I like that system too, but not cheap and you have to kind of stick to it.

Commuting, touring, shopping? What is the intended purpose?

Thule is always overlooked but the Pack n Pedal rack is solid. It is by far the most versatile system out... You can put the rack on the front or rear of the bike, on a suspension fork, and comes off the bike very quickly. I have had mine for over a year now and when opportunity presents itself I suggest it every time. They recently added a trunk bag to the line which I have my eyes on. Good luck
