2011 Raleigh XXIX ebb adjustment

Anyone have experience? It’s a 2011 with the split in the bottom bracket shell. There are two bolts between the split and then two holes on either side of the ebb but no actual bolt, just the holes.
 
Loosen the pinch bolts, insert a 5/6mm hex key in an empty hole on one of the side faces, and use the crank spindle as a brace to rotate the eccentric. You can also use a proper pin spanner to turn the eccentric, if you have one.

BTW, if the shell won't spring open enough to move it, you can take the bolts out, insert them backwards, and screw then in to a penny/dime slid in the slot to spread the shell open.
 
It should be wherever you want it, up or down. But traditionally, yes, it is at the bottom.

You can put it in the other position if you want more bottom bracket height.
