This shows how dominant the metric system is with bicycles. You try to use the only English measurements on a bike and that confuses people. Also, that customer must be a newbie.

If I had an e-bike available as an option at the time it's a definite possibility I started there. So I'm not disagreeing with your perspective, I'm saying other people are different.

Maybe it's because electric bike clarifications are very confusing.
According to NJ, Class 3 ebikes are pedal bicycles with a gas (haha) or an electric motor assisting up to 25 mph max or a pedal bicycle with an electric motor assisting up to 28 mph max. Throttles are optional. This is stoopid. IMO, motorized bikes with a throttle should be in their own class and are very different animals from bikes you have to pedal to get assistance.
Here is the text defining Class 3 ebikes from page 18 of the 51 page "Micromobility Gude" (reviewed by NJDOT). Only 51 pages haha. From May 2025, so maybe all this classification confusion is going away with the new legislation.

They might be pedal assist only (no throttle) but they must be pedal assist. They can not be throttle only. There's nothing confusing about that at all 🤣.
