closest legal would be High Mountain & Skyline (Ramapo)...I vote for the 2nd 😉
but I think by Montlcair/Clifton you are within 30-60mins of a bunch of parks
 
The West Essex Rail Trail is a quite secluded albeit short and easy out-and-back between Verona and Little Falls. It appears to be a small section of the Lenape Trail.

I'm not sure if the Lenape Trail is restricted to walking only. I haven't tried it yet.

Mills County Reservation is tiny, but the hill climb to get there is fun. There is a nice NYC overlook if you can find it. No mention of biking restrictions, and I haven't been harassed yet.

We do Wednesday night "Montclair" rides starting from the bikery. Pm me if you plan on coming, we'll make sure to start at the shop that day. We do about 12 miles. Start time is about 6pm
