Tire sidewall lumpy bumpy

I just noticed my new Vee 2XL sidewall is lumpy and bumpy. It looks like a manufacture defect.
It is on four places on the tire. Two across from each other on either side of the tire and in two places.
In the photos the tire is at 19 psi. I noticed the problem as it was inflating and I thought it might flatten out with pressure, bit it didn't. Vee says max 20 psi, so I didn't go higher. I also have a second 2XL and that one looks fine. Should I be concerned about this or is it just crappy quality control as with a lot of things.

It looks like the tire may have been ziptied flat there?

IMO, with a tire that size, a casing inconsistency like that won't be felt, but if you see a bubble form there, the ply is separating.
 
I have heard using small tubes do this but after the view it was probably manufacturing. See if you can warranty it.
 
Belts in tires often slip and double up. It's nothing to worry about. Car tires do the same thing. As long as it isn't a protruding bubble, it's nothing to worry about
