No fault applies only to injury claims from accidents. Means that no matter who's fault the accident is, your own insurance pays for medical bills, initially.
As far as 'fault' for property damage liability from an accident goes NJ is Comparative 50% meaning that if you are 50% or less at fault you can recover % much from the other persons insurance, but if you are 51% at fault you recover nothing. For example, in a lane change deal with no witnesses, where each driver says the other changed lanes and the sides of the cars hit, each drivers insurance gets back 50% of their damages from the other insurance.
