Bears like deer and cows will drop twins continuously after their first born. Something to do with rapid reproduction to keep stimulus population. Some call it the weak to feed the strong. But @gtluke has it right the males only think about breeding and eliminating the weak that would be a challenge. If you see the statics it's always a male cub typically that get sorted out.
 
This is not unusual in the animal world. A new alpha chimp will kill and eat all the offspring from the previous one, so that the females all go into heat and he can sire his offspring, propagate his genes. Same with lions, they do the same thing. Bears are wild animals, this is what wild animals do. Too bad the dipshits that keep trying to feed them don't get it.
