NJ Quick Release Ban

Sometimes i wonder where they come up with these ideas...

http://www.thnt.com/apps/pbcs.dll/article?AID=/20070611/NEWS/70611009

The original draft of the bill held it unlawful to sell bikes intended for
children's use with QR. First revision changed it to those bikes with front
wheel diameter less than 20". Final and approved revision holds it unlawful
to sell bikes with front wheel less than 20" with QR and, IN ADDITION, holds
it unlawful to sell ANY bike with QR unless it has lawyer tabs.

How does this affect most of us: lawyer tabs will be required in NJ by law
(assuming it passes the Senate). QR will still be allowed on bikes with
lawyer tabs. Lawyer tabs will not be required for rear wheels/rear
dropouts.

I emailed the senator of my district w/ this...

I was dismayed to see that legislation has recently passed through the
Assembly aimed at banning quick release wheels. As an avid cyclist, I think
that the Assembly's efforts are misguided and misspent. If the Assembly is
truly concerned about protecting cyclists, they could provide more bike
lanes and take measures to build awareness of cyclists' rights. The fact of
the matter is that quick release wheels are here to stay. If they are
properly installed and used, they are every bit as safe as locked wheels.
Real dangers to cyclists come from inattentive drivers and ignorance of
traffic law. As a senator, I urge you to vote against this needless measure
and I encourage you to advocate for cyclists in a meaningful fashion.

duh!

This ban is so f'd up.

When was the last time you saw a 16" wheeled bike with a QR front wheel??

Never!

This is like saying that Unicorn racing is now of limits in NJ.

Good! Now we are all a bit safer!

What a waste of the paper this law was printed on.

Someone is getting rich here but I have no clue who.

entirely thrilled
this law is basically already in effect, as j pointed out. in fact, i thought it already was the law. if nothing else, it will make the pos department store bike just a tiny bit safer. i could see the people in charge at dick's walmart sourcing 16" wheeled full suspension bikes with quick release wheels, and then giving them to a moron who can't figure out how to operate a quick release to assemble.

LISTEN CLOSELY!! This bill was just PASSED in the Assembly, it is now going to the Senate.

This bill makes it illegal for anyone to sell a bicycle with a quick-release wheel if the wheel diameter is *greater than* 20 inches!! Folks: That means ALL the bikes that you and I ride.

PLEASE contact your State Representative IMMEDIATELY so that this bill does not pass in the Senate!!

Here's the bill's history:
2/27/2006 Introduced, Referred to Assembly Consumer Affairs Committee
3/6/2006 Reported out of Assembly Comm. with Amendments, 2nd Reading
10/19/2006 Recommitted to Assembly Consumer Affairs Committee
10/19/2006 Reported out of Assembly Comm. with Amendments, 2nd Reading

I hope all is well with your school stuff. So, we are having an All Girls Day prerace ride of Kittatinny. Easy pace to show off the course and discuss race lines. Why don't you join us? This race is going to be a national qualifier,..why don't you race on Sunday too. Top 15 qualifies,...when do we ever get 15 women to race? Come now,....remember the fun we had! Hope to see ya out there.

Yesterday I emailed the following message to my District Representative:

I realize the Assembly has just passed A2686 and this bill is now going to the Senate for review. As drafted, THIS BILL MUST NOT BE PASSED!!

Specifically, secdtion c.(1)(a) makes it unlawful for any person to sell a bicycle equipped with a quick release wheel if the front wheel diameter is greater than 20 inches.

This clause effectively makes it unlawful to sell *any* adult type bike in New Jersey. This is totally contrary to the intent of this legislation:
to protect *children*!! It is completely uncessary to ban ALL bikes (especially those with wheel diameter larger than 20") equipped with a quick-release front wheel.

PLEASE DO NOT PASS THIS BILL AS IT IS PRESENTLY DRAFTED!!
Section c.(1)(a) must be REMOVED.

<end>

This morning, I recieved the following reply from Assemblyman Mike Doherty:

"Bill A2686/S2837 is presently in the Senate Commerce Committee, I would suggest you contact Assemblywoman Nia Gill, Chair of committee, with your comments."

At this point, to make any impact, your comments and concerns about this bill must be sent to the SENATE COMMERCE COMMITTEE.

This is from
Assemblyman Samuel D. Thompson, Ph.D. Regarding the QR Issue. It looks like the only one who can remove the bill or try to have it parlayed is Committee Chair, Senator Nia Gill.
