i just got a new mavic wheelset, and it seems like the rear hub is not spinning as smoothly as i would expect. there is no grindng or rubbing noise, it just feels like there is some internal resistance.

do the hubs need a break in period and will spin more smoothly after that?

yes - it is the hub and not the cassette

yea, the grease inside the driver housing is usually pretty sticky when the hub is new. Should feel fine after a couple rides.

TCB - are there any indicators that would suggest it is a pre-load issue as opposed to sticky grease?

There is not a whole lot of grease in there to begin with cuz all there is is two pawls and a light grease on the splines, or ratchets, or whatever you want to call it. If it doesn't go away, then check the preload.
