Looking at the UK, with their second wave -
health secretary:

He said new transmissions are largely taking place in social settings and have already led a doubling in the number of people being hospitalised with the virus every seven to eight days.

Guess later may be a better idea?

Not unique to UK. Look at all the other countries experiencing significant second waves:

Spain, France, Belgium, Netherlands, Poland, Portugal, Greece, Denmark, Austria, Japan, Israel.

I stopped looking after that. Look who is not on the list: Sweden!

The math says we are in growth mode again Rt = 1.15. So does the picture.

I'm not a fan of saying testing is a cause (because it isn't) - this may be the result of systematic testing at school/work.
That would be a good breakdown of the data (self-selected vs systematic) -

looking at some data collected from worldometers, the 7 day average growth as a percentage of positive is above the 21 day average.
Since the number of positive keeps rising, if the percentage rises, that makes a bad combo. it is approx 0.24% vs 0.21%,
it was as low as 0.18%. As a comparison, California is at 0.45%, with 4x the confirmed cases. Info on second tab.
