With bikes being stolen from shops, garages, and apartments it might be a good idea for a centrally located place for people to register their bikes with the bike's make, model, serial number, and owners' names. Maybe even include a picture of it. This will encourage and/or remind people to write down their bike's serial numbers and store it somewhere (here). This way if their bike gets stolen they will be able to quickly notify this community.

good idea dude! i read in mb action about this guy up in canada that is a one man bike recovery unit (i said unit) he is like the guardian angels of bike theft! well anyway..... your idea is something we need to put time and effort into!!!
