Try Home Depot. They have drawers full of metric fasteners in the hardware aisle and the selection is surprisingly good.

We are very satisfied with the WTB Prowler SL 2.1 29" on our hardtails. Traction is great and personality changes nicely with air pressure adjustments. We ride KVSP and other local places. Price was good too.

I have had the same issue and it was a loose cone bearing that allowed the wheel to wobble slightly under load. It was enough to cause sporatic rubbing on the frame. I tightened the bearing and solved the problem.
