If the thicknesses were right, I thought it may work similar to the dual layer type of seatpost clamp. Where the bottom clamps onto the seat tube, top clamps onto just the seatpost.

Are you saying the tape is above the seat tube but still within the clamp? Doesn't go inside the seat tube to provide extra thickness, but more like a secondary clamp above the seat tube?
