    Most service done at Manhattan Motorcars, registered in Jersey City according to CarFax. Best guess: first owner was probably a daily ferry/train commuter from NJ and lived in a walkable neighborhood.

    Conflicting goals generate conflicting (or at least weird/confusing) policies. When there's not enough staff, what are the options? Turn people away or start chipping away at the rules regarding who can work and when?
