Holland Twp. County owned land

Sometime I know moved to Holland recently and is bordering a large chunk of county owned land, what would be the process of beginning to attempt to plan to build trails, people to talk to, how to present it, planning/execution of said plans

there is a system that was put in a year ago in that area , some of the same folks that did Nassau . Its called green acres , you can access it from anderson rd or shire rd . i think its under 10 miles but its good stuff , alot of work went into it

Shire rd has a kiosk with a small parking area
