best way to secure wheel on horizontal drop out?

What kind of hub? I converted my Surly to the Ultra New bolt on and it hasn’t slipped since. QR’s don’t do well in sliding drops. You can get some chain tugs in QR or bolt on diameters as well.

I had issues with rear wheel slipping out of the drop outs on my POSS
I used locking washers on both sides and it seems to have solved the issue but it will kill the paint.

In my research for slipping hope skewers in my cross check, I found that shimano skewers hold better than most. I replaced the pretty red skewer with a shimano and has held up well.
Internal cam vs External cam. Shimano just doesn't use the lighter, but less secure method. There's a few other skewers out there that are similar but Shimano works quite well.
