As a recent new fat bike owner, the most economical (notice I didn't say cheap) option I came up with that met the criteria of 2 bikes, 1 1/4" and 2" receiver, fat bike compatible was the Saris Freedom Superclamp. It's made in the USA as well...

2 bike option:

4 bike option (2" receiver only):

fat tire holder

I've had it for 3 months now, and happy so far. The only thing it doesn't have is a tilt up or down, but to get a rack with those options you're well into the mid/high $500 range for a 2 bike option...

Take a look at Hollywood Racks HR1400. It's under $320 on Amazon and can be used in 2 or 4 bike mode.... love that it's easier to use and expandable to 4 bikes for the few times I need to carry more than two. Note that I only purchased one set of fatbike trays; I learned afterwards you can flip them upside down and they work just fine.

Check out the new Swagman Sitkka http://www.swagman.net/product/sitkka-2/
It has all of the nice features that you would want, i.e. it folds when the bikes are not on it, unlike the Saris, it also comes with internal locks. and it fastens to your wheel so no marring your frame.
It is a brand new rack that actually isn't available until April, but if you can wait it might be the best bang for your buck, the 2 bike will only be $299 and the 3 bike version $425.
I have the their Semi 2.0 (non fat bike) and it's been great.

I am friendly with the local Swagman rep, so if you need any info on where to get it feel free to drop me a line.

I'm likely going to buy a hitch mounted rack in the next few months and have the 1 UP rack at the top of my list mostly because it folds into a small package when not in use. Most of these tray racks are a behemoth, over 50lbs and don't fold at all for storage.

Am I missing any racks that fold small or is 1 UP it?
