The triangle is indeed rubbish. What both parties need to do is stop, look each other in the eye, say hello, exchange pleasantries, ask for a phone number if you need to, then move on. Is that too much to ask?!

All yielding to the horse makes sense, as the horse didn't read the triangle sign, and the rider is under the illusion of control.
As to the other two trail users, in an ideal world, the cyclist has priority up hill, but the hiker on downhills. But that would require a 3D triangle to explain.

Regarding horses, always stay on the same side of the trail when letting them pass. If there are people on both sides of the trail horsey can get spooked.
